All new dwellings are required to have both design stage and as built stage SAP assessments under Approved Document L of the UK Building Regulations (Conservation of Fuel and Power). It’s vital that a design stage SAP assessment is undertaken before construction starts to ensure that the dwelling will comply with the regulations. An EPC (Energy Performance Certificate) will be provided on completion along with the As Built SAP report. It’s not possible to provide an EPC for a new dwelling without first having completed a SAP assessment.
When a building that is currently not used as a dwelling, such as a barn, is converted to form a new home, a SAP assessment must be carried out in order to demonstrate compliance with Approved Document L of the UK Building Regulations (Conservation of Fuel and Power). The regulations for conversions are not as stringent as those for new build homes, however there are still minimum requirements for thermal performance that must be met. As with new build homes, we can provide an EPC on completion.
Change of use doesn’t necessarily mean a conversion from non-domestic to domestic. It can also come into play when changing the number of dwellings within a building, for example converting a house into flats. Again, SAP calculations are undertaken to demonstrate compliance with the regulations and EPCs can be provided on completion of the newly formed dwellings.
Where extensions are overglazed, i.e., the total area of windows and doors in the extension comes to more than 25% of it’s floor area, SAP calculations can be used to demonstrate compliance with Approved Document L of the UK Building Regulations.
For developments of multiple dwellings, usually 10 or more, various local authorities stipulate that the energy efficiency of the proposed dwellings have to meet standards above and beyond those of Approved Document L of the UK Building Regulations in order to be considered for planning permission. In these circumstances, SAP calculations are undertaken at planning stage to demonstrate compliance with the requirements of the individual local authority concerned and presented in the form of an energy statement.

All dwellings commenced after June 2022 will need to be assessed for Part O compliance.
